DOJ Moves to Seize $61 Million in Crypto Traced to Iran's Black-Market Oil Smuggling

2026-09-15

The U.S. Department of Justice has filed a civil forfeiture complaint against roughly $61 million in USDT frozen across ten Tron addresses. The target: proceeds from sanctioned Iranian crude oil sold to Chinese buyers, then converted to crypto and funnelled back to Iran's government and the Islamic Revolutionary Guard Corps. Money laundering, essentially, via stablecoin on the world's largest crypto exchange.

Two Hong Kong entities stand at the centre of the alleged scheme: Blessed Trust Limited and Hexa Whale Trading Limited. Both operated Binance accounts and, according to prosecutors, misrepresented themselves—one as a wealth-management and digital-asset custody operation, the other as a commodities brokerage. Neither, it seems, was doing what they claimed. What they actually did was convert fiat proceeds from oil sales into cryptocurrency and route the funds to Iran-connected recipients.

The $61 million is frankly a rounding error in the broader operation. Federal investigators identified a network of unhosted addresses they call "Entity A" that received and distributed over $1.5 billion from Iranian oil sales. Most of that money allegedly moved to businesses tied to the IRGC, various crypto addresses, and Iranian exchange platforms. Blessed Trust and Hexa Whale coordinated the majority of transfers across this network.

Tether already froze 61.19 million USDT across these addresses back in June and July 2025. Now, under a September 14 seizure warrant, the FBI can take custody. The process is neat: Tether burns the frozen tokens and issues replacements for transfer to a government-controlled hardware wallet. The DOJ has been careful to note that allegations remain unproven; permanent ownership depends on a federal court forfeiture judgment.

Binance isn't named as a defendant. A spokesperson maintained the exchange forbids transactions with sanctioned individuals and said Binance would cooperate with law enforcement. They also confirmed that Hexa Whale was offboarded in August 2025 and Blessed Trust in January 2026 following internal compliance reviews triggered by law-enforcement inquiries. In March 2026, Binance co-CEO Richard Teng called earlier allegations involving these firms "false and defamatory." Worth noting, given what's just landed in court.

This action fits a pattern. In August 2026, the Treasury expanded Iran sanctions to cover the digital-asset sector, enabling authorities to target foreign individuals and companies in Iranian crypto operations. The DOJ's September 14 move follows Treasury freezes in April and July 2026 that hit over $475 million in USDT connected to Iran's central bank and the IRGC.

The timing is pointed. The filing arrived amid escalating U.S.-Iran tensions and disruptions to oil shipments through the Middle East. Brent crude was trading near $107.59 per barrel at the time of writing, up about 1.81 percent, while U.S. West Texas Intermediate sat around $103.35, up roughly 1.93 percent. Supply concerns mounted as regional instability deepened.

The strategy is clear: choke off Iran's ability to monetise oil through crypto. Whether $61 million at a time will meaningfully dent a $1.5 billion operation is another question.
