Majority Leader John Thune told reporters the bill won't reach a floor vote before the Senate's summer break around August 7. The sticking point is the ethics clause barring top US officials, including President Trump, from supporting or participating in crypto projects. Trump accepted a compromise, but Democrats reckon it doesn't go far enough.
For XRP holders, this matters. A lot. In March 2026, the SEC and CFTC jointly interpreted XRP as a commodity. Permanent. Done. But it wasn't law—just guidance. The Clarity Act would convert that interpretation into federal statute, which sounds like semantics until you realise institutional money sits on the sidelines because a future administration could reverse the guidance tomorrow. Write it into law and that risk evaporates. Projections suggest up to $8 billion in fresh ETF inflows once XRP status becomes legally untouchable.

Technically, XRP looks rough. A confirmed death cross. RSI at 40.9. Negative Squeeze momentum. Composite technical score of -63%. The only silver lining: it's deeply oversold, which means a relief bounce could come hard and fast if macro conditions turn.
Institutional spot ETF inflows have also slowed compared with earlier in the year. That means less buying pressure to prop up prices during the decline.
Two scenarios play out. If Warsh holds and signals dovish intent—or hints at September cuts—crypto gets a relief bounce and XRP could test the Fibonacci golden zone between $1.10 and $1.12. If the statement reads hawkish or dissents appear, the selloff extends toward $1.01 and, below that, the $0.97 zone.
Longer term, XRP's fate depends on the Clarity Act. Pass it this year and you unlock institutional capital in 2026. Kill it and that opportunity gets crowded into a busier 2027 agenda—which may never arrive at all.
